Priorities
List of programme priorities
Programme priorities shall be added by entering a “Priority code” and “Priority title” in all system languages. The “Priority code” and “Priority title” will be visible to the applicants in the application form as a dropdown list in section A.
Each programme priority must be linked to one policy objective. Once the policy objective is selected, the specific objectives under this policy objective can be added to the programme priority, and for each selected specific objective, a “Specific objective code” shall be filled in.
The Policy Objectives and Specific Objectives available in Jems to be selected for Programme Priorities follow the structure of the Regulations and SFC.
A Programme Priority in Jems has to be linked to one Policy Objective (or one or both Interreg Specific Objectives). Several Programme Priorities can be linked to the same Policy Objective, however, each Specific Objective can be selected only once. So two Programme Priorities linked to the same Policy Objective cannot have the same Specific Objective.
Each Specific Objective has a translation key that allows to translate the Specific Objective into other languages for your Jems installation.

Programme Codes and Dimensions
For each Specific Objective selected, you should fill in the codes of each dimension to which they will contribute, in line with your programming document. This information can also be filled in for priorities and specific objectives created before Jems v.6. The codes you select here for each dimension will show up in Contract monitoring page, where they can be selected for approved projects and will be further used for creation of programme level tables to be submitted to the European Commission.
In the Call configuration, you may limit the available programme priorities and specific objectives for a specific call based on the programme priorities and specific objectives created in the programme setup.
After the first call has been published, the programme priorities cannot be deleted, and editing is limited. The policy objective to which your programme priority is linked cannot be changed and the specific objectives cannot be deselected.
