1. Reincluded: new amounts for reincluded items are not updated upon submit

Problem: When a controller parks an item and a partner reincludes it in the next partner report, we noticed that if the partner makes changes to that reincluded amount that then the amounts in the overview tables were not updated.

Solution: We have fixed the Frontend and Backend so that now the tables will be updated for all newly created reports and all open draft reports. In case you have any partner reports that have reincluded items that are already beyond the draft state (e.g. a submitted partner report with wrong overviews) then please contact the Jems team via the helpdesk.

2. Reincluded: shouldn't be allowed to change regular to an SCO

Problem: In the same spirit as bug issue 1, we noticed that when an item is reincluded that the partner can change the real cost item to a simplified cost option (SCO). Simplified cost options have currency restrictions. This caused the risk that partners could get an SCO to have a wrong amount due to the wrong currency selected.

Solution: We have restricted the SCO column in the list of expenditure of the partner report. So that the partner can no longer change the option listed there for reincluded items.

3. Monitor user with Instantiate checklist after control is finalised can't edit/finish checklist

Problem: In Jems it was not possible for a Monitor user that was not assigned to a control institution to edit and finalise checklists if they had the privilege, instantiate checklists after control work is finalized. It only worked for monitor users assigned to a control institution.

Solution: We lifted the restriction so that with this HOTFIX. Any monitor user with the right to instantiate checklists after control work is finalized to do so. Which was how it was initially intended.
